No, these signs were meant specifically for "portrait" orientation.

Yes it can, and it was probably designed to do so as it leans back slightly at about the same angle as when it is standing in portrait mode.

Would scanning a paper with a QR code on this work, or is it too shiny?

It's not to shinny, I bought some just for that and it works great! No problems with It at all.
