Nope, I think you can order the custom inserts for certain tools. I don't remember exactly. But the tools are not included.

can you buy the pre-cut foam inserts for the drawers?

Yes at www.pelican.com. Not a cheap option. Other options are available, like purchase foam that will fit your drawers but not yet cut to accomodate tools.

Does this box come with the 6 narrow drawers and 1 deep drawer?

Hi Tricia, Yes it does. It also comes with the tray. I traveled the world with four of these. I have never had an issue. Pelican warranty is perfect. If anything ever goes wrong call them. they will send you the replacement part with no questions asked. If your storing tools and want to foam them in buy the good quality foam from united case. Case Fit DL 45 - The Case Fit DL 45 set is made of the same closed-cell, oil repellent cross-linked polyethylene foam that is used in the US Army's General Mechanics Tool Kits (GMTK).
