Does this quickswap housing work with rotary blade for fabric cutting?

Absolutely not. Rotary blade has it's own housing. Moreover, the rotary blade has to be screwed to the housing, unlike tools which use quickswap housing.

Can this be used in Cricut Explore Air 2?

No -- the QuickSwap Housing along with all the compatible tips (like this Perforation Blade tip) were designed to work with Cricut Maker. Cricut Maker has the power and intelligence necessary to wield these tools appropriate to the type of materials they are being used on.
