Is this helmet for a 16 year old? Size wise?

No, it is definitely more of a child size. I bought a couple for my 4 and 5 year old and it fit them perfectly.

I would agree, 5-8 years. My 5 year old wears it.

What size is the hemlet?

It's a small for ages 5 and up but my 3 year old who is of average size fits into it as well.
