A few reviews say it's smaller than expected. What are the actual dimensions?

Just measured it. Outside dimensions are 10" long and just over 6" wide. It's rather small and not very practical as a toiletry bag (in my opinion). However, it's very well made and a nice bag and therefore use it but for other things.

Is this insulated or heat or water resistant?

Really good quality

I really like this toiletry bag. But there's one thing i wish it has, a bungee strap across the main compartment. Coz your stuff could fall if you used it in hanging position. I might actually sew a bungee strap in my toiletry bag. Then it would be perfect.

Very nice bag made by Thule.

Very well made bag. The zips are good quality but the popper at the end of the bag is very stiff and I personally don’t see the need for it and do not use it. Definitely looks like a bag you won’t ever have to replace.
