Hi Megan,I recently bought these specifically for my 1oz and 1/2oz bottles I use and they fit so I can't speak for the 1ml and 1/2ml sizes. I use my girlfriend's hair dryer and it works perfectly to seal them around.

I can't give you a definitive answer but I can give you some insight. The 3-1/2 might split as you shrink it unless you manage the shrinkage (ie. heat application) carefully. However the 3-3/4 might not shrink enough to properly seal and might become damaged (ie. melted) before it can accomplish a seal. Ideally you should acquire a small quantity of each and experiment for best results. If experimentation is not desirable I would suggest you go with the smaller of the two. You can always manage the heat application to minimize failure but you can't make a band any smaller than it's designed to shrink before it melts.
