Q: Can this be rubbed on fungus with ulcer swab and acriflavin

Fungus yes but if you’re fish have ulcers then use ulcer treatment. Dry the wound the best as you can and then put the treatment directly on the wound. Then treat the Ponds as well. Repeat if necessary.

Q: Can you use this as a bath treatment rather than treating the whole pond. I only have one koi with a bit of mold on head

Yes but you need to be really careful as incorrect use can kill fish. I would read up about it properly before buying. There are other safer treatments for fungal problems.
